Introduction: For our project Consulting Services for Programme Implementation for Hospital Hasanuddin University (UNHAS) Makassar, we are seeking a full-time Deputy Team Leader / Construction Supervisor to super-vise the construction works at UNHAS in co-ordination with the Project Implementing Unit (PIU) and with the Implementation Consultant, the JV management4health / RRP International. In the framework of the German Financial Cooperation with the Republic of Indonesia, the joint venture of management4health GmbH (as lead) and RRP International Hospital Planners PTE Ltd. has been as-signed the consultancy support to the project “Hospital Hanauddin University (UNHAS) Makassar – Consulting Services for Programme Implementation”. This project’s objective is the overall develop-ment of the UNHAS hospital into a fully-fledged teaching and research hospital to improve health care delivery services in Eastern Indonesia. The project has 5 main components: 1) Civil works for completion of the already partially constructed Building BCD, following earlier completion of the two other buildings A and E, F 2) Equipment (including procurement, installation, technical user training, maintenance plans) for both the new Building BCD and (at least to some extent) the already existing buildings 3) Development of an integrated HMIS and telemedicine system 4) Strengthening of human resources development and management systems 5) Consulting services for project implementation support, coordination, monitoring, supervision, procurement management, quality assurance, schedule management, financial and administra-tive management, support to accreditation, training coordination and reporting The project started in Novembe 2018 and is scheduled to run until end of 2021.
Responsibilities:
As Deputy Team Leader / Construction Supervisor you will work closely with the Project Implementing Unit (PIU) in UNHAS, the backstopping team at management4health in Germany and at RRP International in Singapore. The scope of services includes, but is not limited to:
- Support the contractor in mobilisation to the site, obtaining permits and licences and in establishing the construction site
- Review the work progress through daily site inspections
- Ensure that the contractor provides adequate staffing levels to meet the project schedule
- Ensure quality construction standards and the use of proper construction techniques
- Monitor construction progress against time schedule, deliverables and cost estimate
- Analyse, manage and mitigate risks
- Oversee all onsite construction works and ensure monitor compliance with building and safety regulations
- Contractor’s laims and disputes management and negotiations
- Issue contractors payment certificates
- Prepare internal and external reports pertaining to the construction progress
- Support PIU in smooth overall project planning and implementation
- Regular update the work schedule, adjust milestones, cost and time tracking for each project task, and report any potential delays to UNHAS, m4h and partners
- Support UNHAS in project administration and financial management and liaise with partners and stakeholders
- Support UNHAS in development of disbursement plans and financial projections for the project
Education:
Master Degree in Civil Engineering
Required expertise:
- 10 years of relevant working experience in construction supervision of health facilities/ hospitals and in project management
- Demonstrated proficiency in complex contract management
- Comprehensive understanding of the function of all engineering disciplines and construction processes
- Deep knowledge upon practical application of building and civil construction & safety legal requirements
- Demonstrated experience in budget and financial management
- Ability to manage client relationships in complex situations
- Excellent time management skills
- Competent in conflict management
- Willingness to adapt to the working environment of the PIU
- High level of responsiveness
- Fluent in Bahasa-Indonesian
- Fluent in English (oral and writing)
- Good report writing skills in English
- Excellent skills with Microsoft Office (Word , Excel, Power Point, Outlook etc).
